It is renewable on condition that you have complied with the conditions set out by the licensing authority. The Department of Communications supports four-year licensees with broadcast and production equipment, provided they meet the requirements of the Department.
Note: The Independent Communication Authority of South Africa Icasa issued a moratorium on the licensing of terrestrial community television licences on 29 March The licences will stay in force until 30 June or three months after the termination of the Covid state of disaster, whichever comes first.
TechCentral understands the intention is to make the provisional spectrum available until such time that the delayed spectrum auction can take place and the bands can be assigned on a permanent basis. Icasa has promised to make a final decision on the applications for provisional spectrum by no later than 26 November. This will enable all other inherent licensing processes to conclude while mitigating any possible service disruptions.
All we want is ultimately a competitive, transparent, and all-inclusive spectrum licensing regime and plans are afoot in that regard. The provisional spectrum licensing arrangement is an improved pro- competitive interim measure but is not a permanent process considering its limited participatory scope. This provisional arrangement is tailored to deal with any network issues which may affect the provision of services to consumers in the intervening period.
Good post. Post Feb are much more restrictive. Fulcrum29 Honorary Master. Joined Jun 25, Messages 45, Just a query in regard with, Greencom said:. Click to expand Moreover activities and services which serve to add value to the ECS obtained form the primary ECS licensee will also be licence exempt.
This primary ECS licensee can then enter into commercial arrangements with third parties it wishes to appoint as resellers or to which it will provide ECS so that the third party can offer its own services to consumers. Note that the resale of ECNS is not licence exempt. I would like to end this on another note, i would also recommend that you only look at providers who are registered with ISPA Internet Service Providers Association , although it is not a legal requirement all members of ISPA have to pass compliance and uphold their code of conduct Hi Fulcrum Thank you for the detailed response and you are correct that i should have included information regarding license exemption.
Personally i think the problem is that we have people who believe they are exempt and offer services not knowing that they have to apply for exemption to ICASA. Ellipsis offer a service to clients to submit both license and exemption applications. I am also forwarding this thread to Dominic at Ellipsis and hope he will add some valuable input for the forum members.

This licence is typically held by an ISP which does not operate its own network. This network can be made up of any technology you choose: radio equipment for a wireless network , copper cabling, fibre optic cabling etc. The ECNS once again breaks into two subcategories based on geographical coverage: 2.
In order to start building your communications infrastructure and selling bandwidth you will need to obtain the relevant licences as defined and required by ICASA. A non-refundable application fee is required with each submission. There are different licences listed on ICASAs website so be sure to read through the different requirements on their website.
Licencing requirements are also reviewed every so often so it is advisable to review the requirements and make sure your business is compliant. ICASA however provides comprehensive information on a variety of licences and fees.
